Almost a year after our first article on Moving and Coronavirus: how to get organized without running risks, let’s go back to talking about moving in the time of Covidunfortunately still relevant. In fact, the situation remains uncertain and constantly evolving, so it is not easy to talk about it with certainty. At the time of writing this article, some regions have reverted to being classified as yellow, others have switched to orange, and still others have remained red. To date, at the end of February, none has achieved the coveted status of a white region. So what to do if the need to move can no longer be extended? Answering is complex, because the provisions of each region are added to the national legislation. However, we can make an effort to summarize the most recent guidelines provided by the government and by some authoritative sources, such as newspapers and prefectures. If we put the various indications together, the picture certainly becomes clearer and more understandable.So let’s see what is good to know about moving between regions in the time of Covid.
CAN WE MOVE BETWEEN ONE REGION AND ANOTHER?
First of all, the question that comes to mind first: is it possible to move from one region to another? The answer is affirmative: moving even between regions of different colors is possible, but under two conditions. The first is that there are reasons of urgency that cannot be postponed, for example a situation of eviction, end of contract, risk for health reasons (elderly person at home who must be moved to the closest home to the place of treatment) and so on. The second is that the move is carried out by a company with the ATECO code provided for by the derogations, this is not a mandatory rule but common sense to avoid any kind of ambiguity in the nature of the move itself. The ATECO codes admitted, still from last year, correspond to 49.41.00 and 49.42.00, i.e. road freight transport and moving services for businesses or families carried out by road transport, including furniture disassembly and reassembly operations.
WHAT ARE THE REASONS FOR URGENT URGENCY?
A list of urgent reasons for making the move has not yet been published. The legislation therefore leaves a large margin of autonomy and freedom of interpretation, but it is clear that we must not take advantage of it. Moving in the time of Covid because spring is starting and the garden of the new house has to be fixed is neither an urgent nor an urgent reason. Conversely, a rental contract that expires and cannot be renewed is undoubtedly both an urgent and an urgent reason. The NEED, and therefore the motivation, must in any case be documented, so it is necessary to bring along everything that can be useful in this sense if there are controls.
ARE DO-IT-YOURSELF REMOVALS ALLOWED?
Do-it-yourself moving has never been expressly prohibited, but it is in fact very discouraged. This depends on a few reasons that apply to everyone regardless of the color of the region. For clarity, we list the main ones:
the move should involve a minimum number of people, this means that a family or a couple should manage the move on their own, and this is quite complex especially if we also consider the next point.
to move the furniture only one transfer is allowed, it is not possible to go back and forth several times, the load must be optimized in order to minimize the risk of contagion.
it is important to adopt anti-Covid security measures which for a qualified moving company are the norm, while for a private individual they may be out of reach. For example, surfaces should be sanitized with alcohol, while cartons should be new and not recycled.
